Looking for the best way to buy the manga of Dbz and DB and the art books.

In terms of the art books, ViZ recently announced that they'll be releasing a translated version of the Chogashu as "Dragon Ball: A Visual History". It contains all the artwork in the original Daizenshuu and a whole lot more, so I'd say wait for that to get the best English Toriyama artbook thus far.
In terms of the manga, it depends on your priorities. If you don't mind not having the inked pages, get the Tankobon editions (this is getting a reprint later this year). If you want the inked pages and don't mind a fair amount of censoring, get the ViZBigs. If you don't mind poor paper quality, light censoring, and want the cheapest release with no split between DB and Z, get the 3-in-1s. If you want a large, super-premium presentation run that only overs Raditz to Frieza, get the Full Colors.

Depends on what you want. Honestly, the ultimate best way is to get the Kanzenban volumes, but those haven't been translated. If you want an English version that's uncensored, my advice is the eariler editions are better, so track those down.
