Will Hell open up again in Super?
In DBZ, we had all of the bad guys returning back in Fusion Reborn and again in GT with the Super 17. Should Super do it again? I will be up for it if they do something new and creative with the idea than just have all of the bad guys killed in one shot.

Doubtful. Hell seems to have gotten retconned from how it was in Z and GT. Hence why Frieza had his own version of it. It also seems like the idea is for the beings to suffer until they wish to repent before they "move on"

Hell didn't get retconned so much as anime filler just did it wrong. Forgiveable mistake before Piccolos speach to Majin Vegeta. Freeza was an exception because he wouldnt repent so he was stuck in hell for longer than usual.
That's why "why didn't they bring back X for the TOP" is stupid, they couldn't, there was no one else to bring back...
It'd be funny is a DB Super version of Super 17 or Janemba happened and little Freeza came out on his own or with a few weak jerks who died really recently.

Well, Hell use to be an ambiguous entity in the original manga. Hell obviously existed, but we never actually did see it. The only depictions of Hell in Z are in filler, so Super/modern DB sort of has a blank slate to work with in terms of what Hell actually is.

The Toei/filler idea of hell became so prominent, we all sort of overlooked the obvious plothole with it- if all the villains are free, roaming around in a shared hell with access to all their powers, then what good does killing them even do? Between Fusion Reborn, GT and briefly in the otherworld tournament, we have three instances of villains staging a mass revolt and two of those have them breaking out into the real world.
The modern version first shown in Resurrection F makes much more sense because it depowers them and actually punishes them. Even if we assume not everybody gets the treatment Freeza got, it's still better than having them up and about in prison sweats shanking Raditz-level guards.

It should get a return. After all, with all these angels and gods busy with their own affairs, there isn't really anyone keeping a watch on Hell.
