It's the average speed of foot and flight- obviously, his speed fluctuates throughout the journey (he doesn't stay at a constant speed). Do you know how long it takes Nappa and Vegeta to arrive, after Raditz dies? I can recall Raditz saying... one year?

Goku starts the journey shortly after Raditz dies- and makes it back almost at the same time the Saiyans arrive. However, he is much faster when coming back from Snake Way (he has a greater power-level). Goku's power-level during the fight with Nappa and Vegeta is what we're trying to find, so it would be best to know how long it takes him to come back (and also the length of the road). But, I don't think any numbers to do with time of journey and length were given...

EDIT: Just watched the Uncut DVD, and that blue guy says it's over 10,000 miles (16,093,440 m).

From that we know Perfect Cell, upon first reaching perfect form, must have a PL greatly exceeding 450,000,000, since Imperfect Cell, #17, and #18 must each logically exceed 150,000,000 by a fracking hell of a lot, and since Perfect Cell is more than just an addition of the three PLs.

Just adding a bit of reference for your debate, as the Gotenks PLs seem waaay too low. Also, we know from the daizenshuu (and can caluclate a confirmation from the manga) that until people trained to reach higher stages of SSJ, it acts as a straight multiplier of 50. Daizenshuu also mentions that SSJ2 doubles whatever the current SSJ PL is and that SSJ3 is all the user's reserves released to be used for combat (think of this as the fighter at 100%. It's why it only last a few mins; humans in real life can only use 100% for what, 6 seconds max?).

Lightspeed travel is only possible in the presence of the intense gravity well formed by ChiChi's breasts.

Incidentally, this is also the key to time travel - as you approach ChiChi's breasts, time speeds up. Before you know it, it's time to go to sleep already, but you can't escape! Nothing can escape! And then you get crushed into a singularity.
