Was it ever said how old he was? I mean there could be someone really powerful in a past, someone comparable to Frieza or Cell. Also just as you said, he could've gotten much stronger since then, especially if we assume he has been dead for a long time.

This one works better for me. Goku became 8x stronger in barely a decade, if Paikuhan's been dead for say half a century, even if he is not a saiyan, he could be many times stronger than he used to be while alive. Someone could actually wonder the same thing about Goku, who the hell managed to kill that crazy SS3 Goku?

Even Olibu was incredibly strong after many years in the Other World, almost a challenge for Paikuhan and he was an earthling.
