The balls can't bring back people who die "naturally", like old age. Even though Toriyama changed his rules as he went along, the fact Goku dies in Trunks' timeline means disease counts as natural to the magic.

The balls are overpowered so Toriyama sometimes has the characters forget about them. For example, when Goku dies of heart disease, Piccolo obviously would remember the Namek balls, so just use Earth's balls to wish for the Namek balls to assemble and boom, Goku back.

God, Universe 13 is one of the worst ones too. This is going to be miserable. I just want to get back to the tournament, but the fact the battle royale is STILL going means there’s still such a long way there.

And this is where Son Gohan unknowingly messed up - by teaching a child with the main goal of killing all humans - he ultimately contributes to the extinction of all humans.
I love this aspect, though. This is showing Son Gohan to be very much in character in regards to raising a child. With Kakarot's aggressive nature and inordinate strength, he may have came to the conclusion that training him will not only calm him down for extended periods of time, but it would also teach him to be in control of his own power when it came down to combat, which the kid seems to have an inexplicable desire for.
The only road I see this going down is one of two of them.
1. A few years pass and after getting a great increase in strength, Kakarot figures it's the best time for him to go head on with Gohan and kill him. Perhaps he will be conflicted because the man's raised him, but regardless of whether he grows to care for Gohan or not, I see Kakarot taking advantage of Gohan being older and perhaps less mobile and using all he's been taught to kill his own caretaker.
2. He looks at the full moon for the first time and Son Gohan meets his doom.
I'm more inclined to believe number two will happen because of the fact that since Gohan is training Kakarot - who's already received training from his mother - the kid is getting leaps in power. A ten times boost will be more than sufficient in regards to killing the old timer.

In all fairness, I believe Gohan still would have been able to turn Kakarot around if he didn't bump his head. In Toriyama's story, Kakarot wasn't given such orders. His mother and father told him to survive and not to stare at the full moon too much. Seeing that Vegeta was able to turn around after having a family of his own, I believe Gohan would have ultimately managed to do the same if Goku didn't hit his head. All he'd have to do is train him to be more disciplined and to hone his aggression through training and martial arts.
The bump on the head is nothing more but to make him forget his origins so Raditz's arrival is seen to us as a shock.
