Manga Question.

If Whis says that Goku and Vegeta can't hope to get much stronger than they are while they are in their base forms, does that mean that in the manga Saiyans do not have limitless potential?

Goku and Vegeta need new forms to become stronger.

I dunno. I would think that some forms can be increased in power with out gaining new forms. But that manga page doesn't answer my question. It just gives the same vague answer.

I'm in the camp of FPSSJ being stronger than ordinary SSJ as well as SSJ Grades 2 & 3. I just don't believe that there is a definitive limit on any of their forms besides what they desire to place upon them. Trunks has demonstrated that a previous SSJ form can be improved to match a stronger one so evidently there is always improvement to be made, it just requires a deeper knowledge on top of additional effort. Goku could've made SSJ to be as strong as SSJ2 at any point but the convenience of simply learning SSJ2 and accessing its power sooner was too much of a temptation to want to configure the gap.

SS4 is a whole other can of worms.

IMHO SS4 gives a "fixed" end-power.
Like, Goku would have got the same resting power-level as SS4 in the Saiyan Saga as he did in GT.
But GT Goku would clean the floor with Saiyan Saga Goku, because GT Goku has much better Ki Control and techniques, which would let him increase his Power Level to much higher levels than Saiyan Saga Goku.
