How Was Son Goku Not Able To Master SSJ3 In DBGT?

Son Goku had learned in the Majin Buu Saga that his SSJ3 form really needed some serious refinement from himself not being able to use it to defeat Kid Buu and Super Buu, so why was Son Goku not able to master SSJ3 in the many years between DBZ and DBGT?

Does he have to? Maybe the form just sucked.

It had to do with his little body, not with his level of training. This is the same issue he had with instant transmission.

Maybe he did but he just couldn't manage it in his kid body.

Nothing implies he didn't master it by that point. In fact, he attributed the reason to his kid body's stamina specifically.

His kid body made him unable to sustain it for long, much like him not being able to use IT properly. A cheap cop-out to nerf Goku, but whatever.

It could also be, he has had no real reason to use it. I mean, Uub and maybe Vegeta are his equals in base. Possibly at the time, only Vegeta at ssj2 was his only real rival. So, ssj3 was in the back burner. Only used in extreme circumstances.

When he had his tail back he could maintain it for short periods.
