Why Hasn't Dr. Briefs Made A Gravity Chamber That Could Be Used In The ROSAT?
If the ROSAT's effects was stacked with Dr. Briefs' gravity technology then strength-gains through training could be much more substantial than using either by themselves...so why hasn't this happened yet? Dr. Briefs can build a machine capable of generating at least 500x Earth's gravity and the ROSAT has 10x Earth's gravity which would multiply to a whopping 5000x of the gravity of Earth, is there some reason that Goku & Vegeta do not find this appealing enough to want to train in?

Because Dr Briefs shouldn't waste his last decade on Earth helping Vegeta's petty quest for power. It's bad enough Earth's god has to kow tow to Vegeta's whims, we don't need the last unique thing about Earth going that way too

Its not petty if Vegeta has contributed immensely to the various battle that the Z Senshi have been involved in. Bulma could probably construct the chamber herself if she wanted to. She seems to be every bit as intellectually gifted as her father.
Having said that, I wish someone else besides Vegeta would take advantage of such a device. I would love to see fighters like Piccolo and Tenshinhan use it to vastly improve themselves.

It irks me a little how gravity training suddenly stopped being apart of the Z Senshi's progression of improvement, Vegeta did 300Gs in the manga and 500Gs in the anime...and that was the last of it. A significant show of strength involving gravity didn't reappear until the ToP where SSJB Goku was able to overcome the pull of a pseudo-black hole, a feat that tells us almost nothing other than Godly power probably pushes Goku a considerable amount above 500Gs. Later on in Z's run, even the concept of characters having difficulty moving in higher gravity slowly became nonexistent as well. The junior high localized fan theory from my childhood was that non-saiyan characters just didn't benefit enough from intense gravity. As the fan theory argued, the Zenkai boost wasn't just tied to a Saiyan's near death recovery but also to the continous wear and tear of training. So the damage to ligaments, tendons, and internal organs from outrageous gravity levels would be uniquely beneficial to Saiyan characters. Me, personally I just think that with Toriyama seeing the Buu era base power levels as the upper limit of non assissted strength it was as good a time as any to move away from the gravity stuff. Besides, it went back to Goku's lesson to Gohan during the Cell Arc. Chasing higher levels of power results in diminishing returns so it's better to focus on mastering the power/transformations they do have. Tenshinhan despite his relative weakness was a good example of that. His kikoho even as late as the Saiyan Arc was an almost unbearable strain on his body but come the Cell Arc he can use it so comfortably that he can pump out more than a score of them in a very short time span. Compare that to Vegeta who could only manage a single Final Flash before he was done.

The weighted garments concept sort of mirrors the gravity training mechanics and that's been in usage as recently as the Champa arc. Still, direct alterable fluctuation of gravity for training purposes hasn't been built upon since mid-Dragon Ball Z as mentioned.
A chamber may not even be necessary if Dende could adjust the gravity of the ROSAT to be intensified for the purposes of increasing the benefits of the characters training.

Joking aside, gravity training still does the Z Senshi some good. In the beginning of DBS, Goku opted to train on Kaio's Planet for the gravity as opposed to sparring with his family & friends. Goku & Vegeta used the ROSAT/HTC for 3 years rather than undergo more training with Whis. Vegeta even still seems to make use of Dr. Briefs' gravity chamber to train by himself from time to time.
The question I'm asking is why not stack the options they have rather than continuing to use them in a singular fashion? They could take Whis' suits into the ROSAT along with Dr. Briefs' gravity machine and create the ultimate gravity challenge. It certainly would've aided them against Hearts' technique in SDBH.

The room is still good only due to its time dilation, not because of the higher gravity and extreme conditions.
Basically Goku and Vegeta have brought their bodies to their absolute limit. The old trainings for Z serve no purpose, that’s why the gravity training is only basically used for sparring, same for the room of time which still has the occasional usage for when they absolutely need time.
Nowadays they are focusing on their spirit and techniques. Vegeta is getting big gains from spirit control and Goku has seemingly achieved some sort of mastery over Ultra Instinct.
