Its a debate whether or not Cell was an enjoyable villain. The way he was introduced was well written. But that's besides the point. When it comes to fighting potential, I think he has to be up there.
Think about it. He has Saiyan cells, Namekian cells, the human fighter's cells, and Freeza's cells along with King Cold. He can regenerate, get zenkai boosts, has so many different attacks.
How strong do you think he could have reached? God form?
He might not have massive rage boosts, but man his potential was through the roof.

Yep, this is something we have discussed before but the more they come up with random stuff for the characters (and by "characters" I mean Goku and Vegeta. Others can't get anything unfortunately), the more Cell and Mira are benefitted because of that.
I do think they are capable of achieving Golden Form. Not entirely convinced on Super Saiyan God as it requires all that "pure heart" crap and such. But if something like that is possible, then just gather five evil hearts and make them hold hands for Mira and Cell to get an "evil version" of the Super Saiyan God. And since they both already possess Super Saiyan, getting Super Saiyan God Super Saiyan afterwards won't be a problem.
They can also transform into the red-eyed form, a Namekuseijin transformation, for what's worth.

As seen in the anime, Cell also possesses some of the genetic make-up of other fighters, whatever creatures that make Cell look insectoid/reptilian as well. His potential & abilities could, in theory, end wherever the sum of his parts do. There's really no telling unless Cell goes through a gauntlet of increasingly-powerful & unique challenges like the Z Senshi has.

Based on feats, he's up there with Goku Black, Freeza, and Jiren as far as gains made in strength are concerned. Aside from the already mentioned Saiyan and Freeza cells, he could be quite deadly with the kaioken. His near-perfect regeneration capabilities would easily make up for the risks of overusing kaioken.

But you know, for this "Future Trunks Arc" you had to depict Zamasu and Trunks' inner conflict, right? If this was back when I was drawing the manga myself then I doubt if I could have done it. I mean, I'm not very good at depicting the characters' psychology on the page. So this all came together because now I only have to think up the story. He'd get pretty far between Frieza's potential and toughness, Piccolo's regeneration and the saiyans frankly insane zenkai boosts, but as stated without a pure heart he can't obtain the SSJ God form...also no one would do the ritual with him let's be real.
However, as far as potentials go, I'd say Cell is the single most potentially powerful individual due to his unique genetics that give him a plethora of bonuses over other fighters.
Kaioken X Frieza's golden form with endless regeneration meaning even if his body DOES explode he just comes back stronger...oof. Not much can deal with that hot mess.
