Resurrection F was released on April 18th 2015 in Japan. The extended edition was announced 458 days later, on the 19th of July 2016 (viewtopic.php?f=25&t=34718&sid=3243959f ... d#p1123833). The special was then aired on Fuji TV on August 27th of the same year.
Therefore, a total of 497 days passed between Resurrection F hitting the theaters in Japan and its extended edition’s first airing.
While Broly was released on December 18th 2018 in Japan and, as of today April 22nd a total of 495 days have passed.
I don’t think we will get an extended version of it because they already aired the movie on TV once in December 2019, I think the 14th so exactly one year after its debut. I can’t find sources for this but I am 100% sure that Ryo Horikawa talked about the airing on his twitter. And I don’t remember if it aired on Fuji TV. Maybe someone could help finding information.
I don’t know if Resurrection F had already aired once on TV before it got extended but I think it didn’t, because the extended scenes were added to fit in with timeslots’ necessities.
But Broly is only 6 minutes longer than Res F, so it should have gotten at least 6 minutes of new scenes but it didn’t.
Therefore, after analyzing all this information, I sadly think we won’t be getting an extended version of the movie or else it should have already been announced.
I was hoping Shintani’s disappearance since Broly could have been due to him at least working on additional minutes of footage of Broly. And I hoped all that talk about deleted scenes such as Raditz vs Nappa were foreshadowing of them being animated. I also wished we could have seen more of Bardock’s rebellion, even though the amazing OST of the scene would have had to be reworked a bit.
My bet is that with Nagamine working on One Piece, with Broly already being long enough and the animators being already quite occupied with the various TV shows of Toei they decided it would have been pointless to make new scenes. The movie’s OST is also very carefully crafted for each scene so they would have had extra work trying to extend the movie’s soundtrack to fit the new scenes.

Besides that. TOEI said the next DBS movie is in progress. So it's unlikely they are adding new scenes to the Broly movie. Which burned them out in a production manner.

Everyone is busy, so unless they just find a freelancer who they trust and gave them an inordinate amount of time to animate the unassigned cuts by themselves an extended cut is not coming.

I don’t think this is a reason at all. Heck, animators like Tate were missing ever since Stampede hit the theaters and Shintani has yet to appear in another anime ever since Broly.
Also they were able to get guys like Shida on Heroes more than once so I don’t think they would have any problems borrowing some staff from their various shows to work a little on new scenes.
And when they produced the 12 minutes of new scenes for Resurrection F extended Toei was as busy as ever, especially with Super’s schedule being almost at its worst, yet they found Takahashi and other animators to help out on it.
I still think there won’t be an extended version of Broly but your assumption that there’s no staff doesn’t make sense to me.

He must have been doing something ever since Broly. He’s most likely only doing sheets and other preparation work for the next Dragon Ball movie (or show), but who knows if he’s also done something new - in this case he should have had time to work on extra scenes for a Broly extended version if they wanted to do one. And in that case they would have no trouble getting some free-lancer or other animators for a brief time to work on those scenes.
Again, I will reiterate that by no means I believe they will make, or have already made, new scenes for Broly. The movie’s fine as it is and animating new stuff would mean they would have to change the OST around.
More than the animators being unavailable, the main problem would be Nagamine. I doubt they would let someone else direct those new scenes other than him, and he’s series director on One Piece so he doesn’t have time for sure.

From that last interview with TOEI. I got the vibe that they washed their hands of Broly. After burning themselves out and giving it their all on the production of it. They moved on to the next movie. Which they even can't tell if it would meet Broly's quality but they will try.

They can still match the quality of Broli. The issue is whether or not they recruit good staff again and give them enough time.

I wonder what they meant when they said they will do things differently next time.
I hope it means they will make the movie less fight-focused and more story-centered.
And I also hope they will go for a more “grounded” choreography for the fight. So less flashy stuff, ki blasts, effects and over the top fights like in Broly and more technical martial arts with a focus on fluid, accurate movement with great impact. Kind of like some parts of Broly like Goku vs Vegeta, to make an example, as it’s not like Broly was just flashy but for sure it was hard to keep up with the action in certain parts.

I'd be happy. I think there's some neat things one can do, especially if the plot is "Coola performs a coup and sends Freeza running away to Earth to hide". Janemba would be cool but he needs to be paired with a different type of story. Maybe have him alter reality so that everyone is in high school or a office job and only Blooma realizes that reality has been altered? Then it's up to Blooma to try to make the others remember who they are so that they can fight Janemba?
