This was around the time they began to ramp up the filler so that's probably why things are padded out. They probably thought they didn't have to for the next tournament or just decided it wouldn't work.

Mostly the Crane school stuff like when they break for lunch during the preliminaries and Tenshinhan complains about the food and almost fights Yamcha. Or the restaurant scenes where the Crane and Turtle groups go back and forth. I think those kinds of scenes cheapen Tenshinhan's character a little bit and also cheapen the drama too much. Also the scene where Crane Hermit tries to kill Goku in the middle of the night. As much as I like that scene it seems silly that Crane would personally try and take him out. Almost like it's beneath him.

I like the scene where he tries to kill Goku. Not only does it make sense for him to want revenge, it shows us more about Tenshinhan. Even if he wanted Goku dead, he wouldn't want him taken out before he had the chance to defeat him in the finals.
I don't think their dinner scene cheapens the drama. There's a pettiness to it, but that can coexist with more earnest conflict.

I feel the 22nd TB filler tends to be repetitive and one-one. Yeah, Crane is a petty, shallow, angsty, grudge-holding, shallow guy, but how many times must he and Roshi/Bulma argue with him to show this to us?
As for the idea that they'd break for lunch or return to their hotels, I do like the base idea. It heavily implies a set schedule and that the TB is such a large event that it simply cannot be done in a single day like the first time around. It's kinda like the Olympics in that way.

Demonstrating that Tenshinhan is a smug arrogant asshole doesn’t cheapen his character that’s kind of the point. He’s not some grand elegant villain like Freeza, he’s an arrogant martial arts douche.

Considering Goku had apparently killed his brother it makes sense that he would try to kill Goku personally.
