Why was Broli's strongest form in DBS movie form called Full Power Super Saiyajin?

No one in real life can build their speed up to make an difference. If humans could infinitely increase their speed it would be far more beneficial than building muscle.

Toriyama in theory was right with the smaller faster guys.
