Gohan gets very strong, very quickly. And unlike Goku and Vegeta, he never seems to plateau or hit a ceiling where he needs a new technique or transformation.
If he kept training after Cell, how strong do you think he would become? Would he surpass Goku or even rise unfathomable strength like Jiren?

I personally don't think he'd be much stronger than what he ended up being as soon as the Elder Kai unleashed his potential.
He might be stronger than Goku and Vegeta in the Buu arc, but I don't think he would've gotten much stronger with normal training, we have Future Gohan as a reference after all.
If you want to factor in Super into the equation, my interpretation of his crazy increase in power is that he's no longer a 16y/o and is much closer to his biological prime, so his "full potential" would probably also increase to reflect that.
As of now (after the Tournament of Power), If Gohan were to reach his full potential, I can see him easily being stronger than SSB Goku, perhaps even with the Kaio-ken, but nowhere near Jiren.

Gohan is stated to have the greatest potential of the Saiyans at the time of the Champa arc. I believe he would have retained his lead over Goku and Vegeta in the Buu arc provided he takes advantage of the resources available like ROSAT and maybe training with his brother more.
It's in Super where god ki is introduced that would throw a wrench into the hierarchy as the adults would have a resource that vastly improves their own power in relation to mortal ki. Should Gohan acquire the resource himself then he can overtake them again. I could see him being the one to challenge Jiren as the vanguard of U7 up until MUI is unveiled.
