Other than it being a bad animation day, I dunno... Unless you're saying that Pu'erh is looking at Bulma's rack.

Actually, with the exception of Yamcha, it looks like eveyone (even Bulma) is looking at her rack.

There may be some outfits in there that a listed twice because she wore a different hairstyle with it. I made this list for cosplay references, that's why.
