I thought they were initially but the use of dubisms like “Krillin” made me unsure.

What’s the source? That’s not really even a translation, so why does it matter who made the subtitle?

They probably are Simmons' subtitles, but a lot of people who encode pirate versions of Dragon Ball change the sub names to match their own preferences, and sometimes change lines to match what they think it should read as...

I suggest you buy an official release to guarantee you're not getting something that's been tampered with. This is one of the Z movies, I believe. You'll find that Funi's HD releases of the movies are actually very good, unlike their releases of the series. Well worth checking out.
The point of Dragon Ball is to enjoy it. Never lose sight of that.
