Nappa and Cui got blown up, while Raditz got a beam shot through his chest, so non of them.

Radditz and Nappa were doomed to die. Cui could have theoretically survived the Namek arc if he wasn't stupid enough to challenge Vegeta.

Raditz, but simply because of the looks.

Also, being a Saiyan, he had a crazy amount of potential.

Raditz. He was younger than Nappa and a Saiyan unlike Cui. If it were a Reincarnated like Yamcha situation then I would do what I could to redeem the character. I would also participate in more battles and join the Z-Fighters.

Nappa is superior to Raditz in all areas except age though.

Nappa could also have survived if he didn't go after Gohan and Krillin.

In the grand scheme of things, there wasn't much difference in their power levels especially once Namek rolled around. If they both went to Namek, there's a chance Raditz could have surpassed Nappa in no time at all. Goku debunked the whole elite vs. low-class potential/power level dichotomy. Raditz age would ultimately make the difference and the fact that he shares Goku's genetics, so on the off chance there is something special about Goku genetically then Raditz likely has a higher chance of also having that.

If you doesn't plan to train hard enough to become super saiyan,Cui is a better choice though since he can reach a power level much higher than the other two more easily.
