Nah, Beerus and Champa are more like cats while Dyspo is a rabbit of some sort. They do have similar designs, but seeing that no comment about it was ever made in the manga or the anime

Do we know who created Dyspo? is he Toriyama's, Toyo's, Toei's?
It was one of the episodes where Dyspo started being shown prominently. Maybe when he was fighting Hit.

Beerus's English voice actor Jason Douglas raised an interesting point about whether Beerus is fixed as the God of Destruction or not, and that all the jokes about Goku gunning for his job could be meant ironically. We don't really know Beerus's origins or whether he was born as a god of destruction or not.
