I think only Freeza and Hit should be actual candidates for the role. The other universes would have to stick to their current GoD because there's nothing remotely close to that level or mindset on their ranks. Maybe Maji-kayo and Frost could work, too.

I remember Goku turning down the position, but did Vegeta ever say he didn't want to be a God of Destruction? Vegeta, as he is now, seems like the perfect candidate. He's no longer bloodthirsty, but he doesn't hesitate to destroy those he sees as too dangerous. He's not heartless, but he's not too compassionate either. He'd do a better job than Beerus, that's for sure.

Freeza is literally the single worst choice in the universe for Hakaishin. He would abuse that power hard, to the point where Universe 7 quickly reaches the bottom of the mortal ranks.

I am going with Tenshinhan for Universe 7. He is pretty stoic and wise. He is actually deserving of power because of how hard he works to push his limits. And at this point in his character development, he is responsible enough to carry out his duties in a way that is positive for Universe 7.

Tenshinhan doesn't suffer from the problems that Vegeta and Piccolo pose who are stubborn and prideful. Tenshinhan is mature enough to work with people who he doesn't necessarily align with. He would probably work with his Kaioshin and raise Universe 7 in the mortal rankings.

Just think about it,Cell don't have any goal after he become perfect so giving him this kind of Job would give him a new purpose.

He would just destroy everything without restraint, or at least focus on killing inhabited planets. Remember he wanted to kill humanity just to see them terrified before they died. The only thing that could keep him in line would be fear of Zeno, but if he just destroyed inhabited planets and left uninhabited planets alone then Zeno wouldn't care.
