The only solution would be Black helping Baby complete his plan and then going back to his realm to spent the rest of eternity drinking tea with his second self watching over new world. AFAIK The main reason Zamasu was killing mortals was because he saw them as savages that fight each other and Baby's goal was to turn everyone into Tuffle race to make one nation that doesn't fight with each other, so it's kinda similar thing. Baby would have to accept one 'saiyan' still living (and not being under his control) and Zamasu would have to accept mortals living under strict control as any act of war or violence would've been punished by either Baby or Zamasu.

Specially if he is only sees his regular SS forms which should not impress him much, unsuspected of the Rosé form.
With Merged Zamasu, yeah, I can see some sort of alliance between them.

I didn't say anything about anyone kneeling or them fighting each other. I don't really see Baby kneeling before anyone, no matter how strong. Zamasu would do that to stay undercover as he pretended to respect Gowasu and others. The point is to not fight at all. Baby wouldn't fight Black nor make him his slave in exchange for his help. One is technically a mortal, second is technically a saiyan, but both fight against savages (being even worse savages in the end of course). Baby never seemed to care about gods and never said he want to reach kais (unlike Omega) and he respected shenron as eternal being, so Black/Zamasu wouldn't be on his sight for that reason as long as he keep doing his work as a kai. And Zamasu's main goal would be reached as well, with the difference that mortals are alive, but under strict control, something that Zamasu always wanted but shouldn't be allowed to do as a kai. So it's not about one being scared of other, but simply both understanding each other and making an alliance. We already saw in SDBH that Zamasu can co-operate, especially with someone stronger than him like Hearts. Even though Hearts was a mortal and Zamasu wasn't the happiest person working with him, he still did that as they shared their goal. And i can totally see Baby x Zamasu alliance to happen in such fanservice story SDBH is, perhaps not in main story but that's not going to happen anyway.

Although i would've preffered to see actual Zamasu in this story, not Black who is much worse character to me, but i guess Black is way more popular than Zamasu himself was.

Black doesn't want to control mortals, he wants to to exterminate them because he see mortals as a mistake of the gods. Baby is just another example of mortal's corruption and selfishness, and as such he must be eliminated like everyone else.

Also, Black and Zamasu probably killed the nameks and the yardrats, two pacific races. I don't think they care about mortal's intentions, behaviour or anything.

I always got the impression that it was a mixture of both. Zamasu wanted to exterminate all the mortals, but at the same time a God is only a -God- because there's someone around to worship him. I think Zamasu knew this deep down, at least until he lost his sanity. Plus he was still a Supreme Kai, a "God of Creation", so he had the power to nurture life and create new species. I know that Gowasu said something like "If Zamasu wins he'll just be a God alone in the cosmos", but I think that Gowasu was wrong. Zamasu would have started creating his own mortal species controlled by him. If mortals don't have free will, then mortals can't compete with each other and cause wars. At the same time, Zamasu would satisfy himself by creating tons of mortal masses that worship him and do everything he says.

In this regard, I guess that Zamasu and Baby are somewhat similar, as they both want to be worshipped as an almighty God by the ningen masses (although this is more justified in Zamasu's case because he's literally, biologically a deity). But there can only be one god, so they'd 100% turn on each other eventually. Which is after all what happened with Hearts. Zamasu was willing to follow his command, but eventually they just couldn't remain allies because their motivations were too contrasting.
