Potara is available to any character(s) at any point in series... How strong they are?

Discussion, generally of an in-universe nature, regarding any aspect of the franchise (including movies, spin-offs, etc.) such as: techniques, character relationships, internal back-history, its universe, and more.

For instance, Goku at the start of series, and Yamcha during his first appearance Potara fuse...
Which character are they able to handle at that point?

A fusion of Goku and Yamcha that early would be powerful, for sure. But he would lack the skill of Master Roshi, Tao, Tien, etc.

I don't really see the earrings making too much of a difference until the Z fighters encounter Raditz, Vegeta, Nappa, or the Frieza Force.

Is it the permanent portara the elder kai originally gave Goku? Or the new temporary earrings the Supreme Kai gave Goku to fight Zamasu?

? The fusion between Goku and Vegeta in the Buu saga was always temporary, that's why they defused inside of Majin Buu. There's no difference between Old Kai's earrings and Shin's earrings, it's just how Potara fusion works. Mortal fusions (like Vegito and Kefla) have a time limit, Supreme Kai fusions (like Fused Zamasu and Kibito Kai) are everlasting.
At his core Zamasu is good like Shin, though I guess you could say he was so fastidious that it backfired. But you know, for this "Future Trunks Arc" you had to depict Zamasu and Trunks' inner conflict, right? If this was back when I was drawing the manga myself then I doubt if I could have done it. I mean, I'm not very good at depicting the characters' psychology on the page. So this all came together because now I only have to think up the story. [...] On my own, I doubt I would have been able to express Zamasu's fall to the dark side.
