ESPECIALLY in something as formulaic as DB, which made its fortune on its being formulaic.
Adding the so-called "female touch" and "female prospective"(which means nothing whatsoever by the way unless we talking about ultra-realistic day-by-day settings and characters) in an attempt to bring in new viewers\consumers pone a potentially sizeable risk to alienate the CURRENT viewers\consumers resulting into a net negative.
Cfr: the utter failure of similar attempts by Marvel and DC, which even already had a solid history of female authors and characters: comes out most of those who have potential interest in their franchises were already readers\buyers and those claiming for more "representation" don't actually BUY stuff. Meanwhile, longstanding consumers felt betrayed by the sudden change of direction which often came not as "added" to the already present titles, but replacing them.
Obviously, the actual quality of the content should be taken into consideration.
That said, it's known there is an interest among the DB consumers for more female characters.
And DB did good by first adding them as characters in side-materials(Towa and #21), thus managing to evaluate their impact and reception, before start adding them to the main narrative(Kale, Caulifla, the various ToP characters and now the female criminals in the Moro arc)
it's also important to remember the Moms: they don't like seeing girls being hurt on TV. It's one of the reasons Pretty Cure toned down the violence.

The number of funny faces and character acting cuts really made my week each week. You can literally feel the heat of the fire of the animators' souls as they poured their being into each episode.

Plus they introduced a good amount of female characters in the ToP. I'm kinda surprised we haven't seen more of them, along with the male characters of course in the ToP utilized more in Dragon Ball Heroes or Dokkan Battle.
