Was Whis punished for Resurrection F?

It's been a while since I've watched the movie, but if I remember correctly, Whis, who should only act on his God's orders, acted on his idea to rewind time independently. Now that we're aware of the cosmic rules he functions under, wouldn't this be considered a breach of angel law?

Didn't Beerus provide his tacit approval to Whis reversing time for the group? It was he that first expressed his concern over Freeza's intentions to destroy Earth and instructed Whis to protect them with a barrier including the Z-Warriors, Jaco, and Bulma. We see following the act that neither Beerus or Whis are happy about the planet's destruction. They may be upholders of the cosmic balance but that doesn't mean they're incapable of forming preferences and desires for certain mortal things, places, or people. Earth's destruction doesn't benefit either of them and they know it.

So to answer the original question -- I don't see why he would be. Beerus wasn't looking to render permanent the loss of the world which happened to cultivate the delicious foods and prospective new fighting challengers that he wanted. Whis is subject to the orders of Beerus unless, I suspect, it flagrantly violates the tenets of creation and destruction. Yes they reversed the loss of a planet but then you could argue Beerus' scuffle with Champa in the following arc helped balance the scales as planets were destroyed during the ensuing chaos.
