Yeah, Toei is also pretty involved in the One Piece dub. They had to approve of all of the Funimation voices in the beginning; shit, I think
Oda was even involved.
That's similar to how the casting was done by Viz for Sailor Moon's redub in 2013/2014, as it seems Naoko Takeuchi herself was personally involved in decisions as to who would voice the characters. Another case where the original creator of the series is in on the process on the dub side.
Was Naoko also involved with the voice directing in the Viz Dub? Because the vocal performances in that dub really left me feeling underwhelmed as it sounded too much like everyone was reading their lines off cue cards, and as someone who is normally a big of the cast members involved I know it's not them putting in subpar performances that's the problem.

I love the Viz dub but if it sounds dry it could be that they imitated the Japanese.

This scene is not as emotional as the DiC dub.
EDIT:I take it Back. Shino Kakinuma is indeed heartbreaking. I really dont know what went wrong with the Viz version.

I'll have to look again but i don't know if she was personally involved with the actual directing itself beyond choosing the voice actors. That said it does feel off a good deal of the time and as you've mentioned before there were quite a few VA's in the old dubs which were better voice wise, even though some of the performances that were pretty bad at least initially like Linda Ballantyne's Serena/Usagi (Seriously, that overly nasal sounding take she used at first really made me want to constantly gouge my ears because it was so awkward and unfitting for a character like this) early in Sailor Moon S though she did actually improve later on that season and was much better by SuperS.

Yeah even as a kid I wasn't fond of Serena's voice in Super S, it definitely sounded like Cloverway was trying too hard to force a square peg into a round hole. They should've just let Linda do her own thing as Serena from the get go. Honestly I found her earlier performances harder to listen to then anything from the original season 3 of DBZ.

True, it was apparent early on that Cloverway's voice directors were having her try as much as possible to sound like Terri Hawkes because it started as a poor and unlistenably horrendous impression of Terri's take. That really seemed to be the thing early on when CWI took over dub production after DiC lost the dubbing rights following R but they eventually improved there because the later part of S and SuperS from what i've gone back and watched sound much better for the most part.
It seems after a point she got to where she could do pretty good with the role once it stopped being a bad impression, and her later stuff especially in action scenes is decent overall.
