If Vegeta won the TOP, would he wish back all universes or just U6?

You pretty much answered your own question. Vegeta only ever talked about reviving Universe 6. Hell, half of Vegeta's internal dialogue was about reviving Universe 6.

yes ... at first none had the intention of reviving all the universes but in the case of goku it was after fighting with several warriors and promises to kefla, jiren and hit that it was decided reviving all the universes in addition to the sacrifices and willingness to fight from others that goku consider admirable

Why?

Given that the ToP was supposed to be a test of character for mortals and that Zenos would have erased everything if they hadn't brought back all the universes...what would have happened if Vegeta had won and only wished for one? It's technically still a selfless wish, but the fact that he's picking and choosing who gets to be resurrected (based on race no less!) arguably makes it worse than just letting them all vanish.

Characters from U6 and U11 are the only universes with the most popular characters. I doubt the other Universes will play a major role again. So why bother keeping them around?

Knowing Vegeta in modern DB and his guilt over causing widescale death & mayhem, he'd probably wish everyone back. Beerus recently tore Vegeta a new one for having reservations in being a participant in destruction so we get the gist.
