I don't think Disney own the movie rights to Dragon Ball.
Fox has distribution rights to new DB movies. (This is a holdover from the deal to produce Evolution.) They do not have production rights. They can't just make new DB stuff (like "Thor vs. Goku" or something), without permission from the Japanese rights owners.
