It clearly doesn't work in the manga, but in the anime I justified it by saying that Dr. Gero was forced to retreat and activate 17 and 18 similar to the familiar Timeline, but they revolted and killed him. Gohan didn't witness this because by the time he joined the fray Dr. Gero and anyone else who'd know was already dead (remember that in the Original Timeline, the Androids were a surprise attack).

This was stated as much by Trunks when he came back to the present. He never met 19 or 20. The Cyborgs he was referring to that would attack the island on May 12th were 17 and 18. His going back changed the timeline so 19 and 20 go instead. The special isn’t changing what we don’t already know.
Ah, but if you read the manga, he tells Goku, specifically, that the two evil cyborgs are "Android 19 and 20".
....Yes, must of us know that, but Toriyama clearly changed his mind and retconned that - the anime goes as far as erasing any mention of their numbers, while the Kanzenban changes it as well (or was it the tankobon? One of those changing it is how I became aware in the first place). As the story clearly demonstrates, Trunks had no idea who 19 and 20 even were.

Thirteen??? The manga ran in Jump just under 11 years, i meant at the time he was still in the middle of the Buu arc since the manga's tenth anniversary was in November/December 1994.
Don't forget that he was ALSO doing Dr. Slump for several years before that under a similar schedule. When you tot it all up he'd been putting out a new manga chapter for SOMETHING once a week for 15 years straight. No wonder he ditched it and ran!
True, i was just referring to the span of time when Toriyama was writing/drawing Dragon Ball specifically and not also lumping in the four years that Dr. Slump was in serialization. I can certainly imagine why he stopped after the last chapter of DB had hit store shelves around mid 1995, and in that entire period of 15 years it was a continuous grind between both series plus as referenced in those author entries particularly toward the end of the run in Jump and the tankobon intros was ready to end it.
DB collection related goals as of now:

1.) Find decent priced copy of Dragon Box Z Vol. 4 (Done)

2.) Collect rest of manga

3.) Get rest of Daizenshuu (2-7)
