That doesn't make sense.

Why would they even say Goku is not normal if his speed was still lower or around their own? If anything, they should have said that only Tien is not normal since he is the one that truly considered that speed as slow given he was even faster than that. There wouldn't be any need for calling Goku not normal going by your logic.
I feel it makes sense perfectly well. If they're just now at those kinds of speeds, for them to find such speed slow (as Yamcha puts it) would definitely be reason to consider both of them not normal. Like a "Wow, we just got to that kind of speed, and they're already saying that's slow? They're unreal!" kind of mindset. If Yamcha had just referred to Tenshinhan in his comment, that'd be one thing, but he was saying that about both of them.

I'll have to search for the exact quote then.

Maybe we have different interpretations of the story about what they actually mean, but whenever someone's strength or speed is called not normal in a story like Dragon Ball it's because they are above the person calling them not normal.

I linked to the manga page where Yamcha makes the comment and put it in spoilers, but here it is again.
Yamcha - They're beyond belief. If that speed was slow...

Kuririn - They're just not normal...
To me, it's coming off that it's because they consider that speed slow that they're not normal, not that they're not normal just because of the speed they're currently using.
