If they make another movie expect them to bring back another villain.
Even when it's not a movie or a villain they're still bringing back Trunks then Android 17 and then Bardock.
It's not the only franchise to do it either. Star Wars has a enormous wealth of possibilities with what they can do and they've done the exact same thing. Bringing back Han Solo, Luke Skywalker, Lando, Obi Wan, Darth Vader, Boba Fett etc.
The new Jurassic World is bringing back Alan Grant and Ian Malcolm. Creed 2 brought back Ivan Drago. Spider-Man No Way Home brought back Toby Maguire and Andrew Garfield.

I remember it was explained that the popularity polls only involve some fans who buy the magazines so they might not reflect the entire audience. It's also why the exact rankings differ depending on which group of fans are polled at the time. The recent video games don't seem to imply that Cell is unpopular in Japan. Kakarot only covered the story up to RoF and Trunks defeating Future Babidi while Jump Force and Breaks only included DBZ villains so far.

I think DBSChronicles is implying towards something here, the Raditz thing is totally fake, but are we going to get something similar to it?
Someone thinks that it could be Xicor, a clone of Goku created by the Red Ribbon Army. Maybe that's the fan project he's refering too.
