I can see Chidoru as a former 2nd Stellar Army Staff Officer, kinda like his real-life replacement, Sorbet, was.
He can help Frieza with strategy and with the formal army micro-managing, while the original Tagoma design can be his assistant whose specialty is to cause his opponents maningitis-like pain in their brains with the "pearl" in his forehead. It's kind of a shame that only Guldo can, in-theory, affect rivals much stronger than him.
