Toei-made characters you love and wish to see back in the series?
Toei had managed to create some characters interesting enough to get included in the storylines somehow (may it be a 2 pages special additions for the Dragon Ball Super Manga about past events or in the plot ahead). I will start with mine, I had always loved:
1. Garlic Jr. and the Makyans; who brought a new angle regarding the role of Kami and his backstory.
2. Their additions to the Frieza Force (Orlen - a soldier who acts without getting the order from his superior/s; Namole - who can be a squadron leader and a former comrade of Raditz; Blueberry and Raspberry - 2 scouts who think of betraying Frieza and use the Dragon Balls for their own wishes; Planthorr and Malaka - who nursed Gine while she gave birth to Goku and to her baby afterwards till he was released home; Team Dodoria - they can expand upon Dodoria's character when he's not bossed around by Frieza, but they've got to have names; even the squadron Ginyu tried out has some potential to be used in past events like the battle on Cereal; and the blue Frieza Force soldier that Nappa talked with about Vegeta's power in the Bardock OVA felt like how the Frieza Force would operate on a colonized planet, by leaving some of their men behind to mark the reign of Frieza).
3. The orphan boys and especially Pigero as folks Gohan may come across again by chance and see what fate had for them, C-6 the robot whom I have hoped Gohan will help unearth one day in the aftermath of the Namek crisis, Lime and her grandfather, Mr. Law, could be friends Gohan remember; Dr. Flappe can be a Red Ribbon defunct scientist who tried to warn the world of Dr. Gero's plans only to get the news media laugh at his face, Vodka and his mob are nice comedic relief, Lord Jaguar can expand what we know about Mr. Satan and even Maluja can be used as a mockery of religion 'priests' who lie to their audience non-stop and won't stop at anything (including the sacrifice of children) to give down their political status and wealth/power.
4. I also find the additions of the Invisible Spaceship Kids led by Zeshin whom I hoped will be brought up sometime in the future, AND Zacro and Raiti who could be taken care of by someone who might be important to the story who happens to track their ki on "Fake Namek" (like a new villain foreshowing himself), worthy of screen time.

Paikuhan definitely, his moveset with tornadoes is cool and unique to this day. Perhaps he could learn to do faster poses so there wouldn't be such a drawback to his main attack.
I also liked the Mushroom Announcer so I'd be glad to see him back too

I really like Dr. Flappe. I think the idea of a scientist being forced to work for the Red Ribbon army lines up well with Android 8 as a character.

I liked a lot of the filler characters. It would be cool if an adult Gohan got to interact with the orphan kids or if we found out what happened to the people aboard the ship that the crew ran into on their way to Namek. Could even be cool to know what happened to the fake Namekians. Anything to expand the lore. Just as long as it doesn't clash with the established story. Yes, technically the orphan kids thing never happened, but it's not that it couldn't.

Paikuhan, I really like.
Bardock's squad also looks promising, that fat dude with the bowl haircut always cracked me up.
But I guess my favourite Toei character has to be the Great Kaio sama. His introduction is incredible, he shows up wearing jeans, bumping up music and dancing.
He's funny, weird, old, and super powerful, and he'll find any excuse to not do something, I can definitely relate to a guy that says he'll do something and then takes it back with some silly excuse, lol ... and surprisingly he's the first geezer that isn't a perv (so far). He likes cars, he has a unique hobbie, he isn't reading porn like Ro Kaioshin or collecting panties like Roshi, which is extremely odd for an anime martial arts sensei.

Aside from characters that could be rebooted like Cooler or Baby (i don't want any Broly-like reboots) i think Paikuhan is the best pick.
Also, while not being Toei-made, i'd like Erasa to return for a single scene at least. She got more screentime in anime and i liked her so would be cool to see her again.

Paikuhan is easy to come back. Just erase the scene where Goku and Paikuhan go to Hell to fight the other villains, and you are good to go.

You'd also have to "erase" Goku's line saying he couldn't have performed fusion because there was no one at his level.

Theoretically, if Goku couldn't perform the Fusion Dance with Pikkon after their gap in power was too big, it's not a retcon. What if Goku's power level without any Kaioken or Super Saiyan stage wasn't as large as Pikkon's base power (his techniques increase his power level to the realms of the Cell Games' top-limits Super Saiyan 1), the Fusion Dance could not be done. It can be easily done if you only remove Frieza from that scenario. Hell doesn’t work like that in the main continuity. Re: Thread: Can’t say I’m hungry for any remaining Toei characters to get a reimagining. The only ancillary characters I’d really be eager to see in the main story in any capacity would be Towa/Mira/Fu, just because they’re so weird and already have Toriyama involvement/flavor.
EDIT—Toei’s Grand Kaio is good, and a character already stated to exist (though he’s never seen) in the manga. He can stay.

Annin from the "Wedding Saga" in the end of Dragon Ball was pretty cool in her own right, though I dunno how she'd be incorporated in the story nowadays. Other than her, I'd like to see more of the other Kaious (South, East, West).

I think Paikuhan is too powerful when he shouldn't have been. If Super Saiyan Goku is supposed to be more or less on par with Paikuhan (that was always my impression anyway), then Goku should be able to one shot Cell either (which would contradict the series, I guess). Do we know if Paikuhan can control his Ki? He could have lowered it a little bit, if so.

Dr. Flappe could be a minor Red Ribbon Army scientist who was taken captive and was forced to work on "lower" technologies. I can see him working on stuff such as the machinery and vehicles that the RRA used, while Gero and Vomi dealt with the real serious stuff.
I wouldn't mind seeing Dr. Flappe being forced into converting Tao Pai Pai into a cyborg by Master Shen (who paid him lots of money for it); as Gero was too focused on his Androids and mourn over his loved ones, that he went into hiding and wasn't detectable.
