I hope that if they cant actually dub any of the shows again Toei will at least reboot the anime and make a better dub for the new adaptation of the manga this time around.

I personally don't see much of a point in doing that. I don't think that there's a significant market for it. The best case scenario for this would be Ocean Kai since it's already finished, but Toei has no interest in releasing it. Also it wouldn't be the clean sweep dub which you presented for this discussion.
We need a Steve Simmons' re-translation of the manga.
