I wouldn't have thought so because it is a regional property that became an international pop culture phenomenon but recently I've been wondering about this.
We know the Animax dub, which likely aired in a large number of countries is lost. I don't know if its because the show didn't do particularly well or there wasn't much interest in preserving an English dub in countries where it was not most peoples first language.
It's also astounding to me how little seems to be known about Dragon Ball in Cambodia, especially given how relatively recently it supposedly aired (2010s). I've spoken to various natives on Facebook groups and Reddit. One didn't recall watching Dragon Ball specifically but did confirm TV9 aired a lot of anime with Khmer dubs (he mentioned Naruto but I can't find info on a Khmer dub for that either). One other person I spoke to doesn't remember watching the series but when I mentioned TV9 he said that sounds about right. I know it was meant to be heavily cut because of the Khmer Rogue era, perhaps too much for people's liking? I was also told they import the English manga, so I guess its a common enough language.
China is an enormous country so its hard to say, as its quite possible the series could have been popular in some parts but not in others. They only ever got the original Dragon Ball on TV between 1998 and 2000, possibly in reruns for some time after. I heard the State Administration of Radio, TV and Film became more strict on foreign programming after this point. I know the manga was at least popular enough to get various pirated editions, and by 2005 it was officially licensed. Resurrection F and Super Broly, like the series and early movies got mainland dubs.
I'm also unsure if Dragon Ball came to Vietnam in any form before the 2010s with Kai, I seen somewhere there was localizations of the manga though, maybe by pirate companies. Indonesia had illegitimate copies too even though the anime was licensed.
Is there any Asian territories where Dragon Ball is not popular?
