Was there ever an explanation given for why Goku couldn't just go SSJ4 and use instant transmission to get out of hell? We know that when he's alive he can teleport in and out of the afterlife because he does it the entire Buu arc.

In the next arc, Kibito Kaioshin can't teleport to Earth because of the Dragon Balls' negative energy.
And in this arc, Enma says something is stopping him from taking Goku out of Hell while the Dragon Ball cracks.
Even though he can still put Piccolo inside, go figure.
Maybe the negative energy or whatever is stopping Goku from teleporting out of there as well?
Still, the fact he hasn't even tried to do it bothers me.

Kuririn the Plot Device - Dragon Ball Dissection: The Super #17 Arc Part 4
Dragon Ball Dissection returns with a little less histrionic ranting but no less confusion about the nonsensical plot. #18, the character with the closest personal connection to the villain, gets but a token appearance. Piccolo has to make a noble sacrifice... again... even though he doesn't have to... again. But, hey, there are some absolutely awesome lines! The bar is a low, but at least I found something to clear it!

If there was one thing I've been pleasantly surprised by post Z is how Vegeta's character has vastly improved. I had no idea GT Vegeta ever said a version of 'I'm a Saiyan of Earth' I thought his pride would never let him. I don't think even Super's Vegeta would have said that.

"Goku being stupid in order to make a story" was something i was not nostalgic for
Personally, i would make Evil #17 or Super 17 go around the world and absorb everyone's ki, humans and Z-Warriors so by time Goku returns from Hell, Super 17 would be a serious threat.

Forgot just how insane it is that Goku shoots super 17 with a 10x kamehameha. I think it might not get any worse than that. It's drastically worse than even if he gave him a senzu
Side note: Pretty sure Goku doesn't shoot multiple kamehamehas at 17 at the end. It's just repeating the shot for dramatic effect

Goku is so dumb in this arc that I can't really tell his TOEI DBS iteration from Louis Pasteur.
What irritates me the most is that Goku isn't one to skip the melee part of the fight, I don't want to do the whole OCC routine but it's like Jackie Chan showing up to the mobster's lair with a machine gun.
Not only is he stupid, he is approaching the fight like he's never done before: in a boring way. It's like a fight written by somebody that has never watched Dragon Ball and written based off overheard stereotypes.
If they include Super 17 in Sparking Zero, I hope he has a technique that lowers his enemy's IQ like he did vs Goku.

Like I said on the recent episode of Scott and Lani's GTFS, which also reached the Black Dragon Arc, I found it strange to drop Trunks, and wondered if it was budget issue. Bloat is an issue, but I don't know I feel like Trunks could have found a way to contribute, the Dragons are also causing natural disasters, maybe something could have been done with Trunks using his position in Capsule Corp to deal with the issue.

The most common suggestion for how to improve the Evil Dragons arc seems to be to have the characters split up and go after the dragons, instead of just leaving it to Goku and Pan (and Giru). I think that would rectify a core issue with the arc, which is that despite being the grand culmination of the entire series, the stakes don’t really feel all that urgent until the last couples of episodes. It’s weird to think that despite what we’re told about the threat the dragons pose, everyone is content to just sit back and let Goku and Pan fight through them one by one.
Also, yeah it doesn’t make sense that the character’s first instinct would be to use the Earth Dragon Balls to try and undo the damage caused by the Super 17 fiasco instead of the Namekian ones. By this point, the Namekian Dragon Balls are pretty much superior to their Earth counterpart by every conceivable metric.
Speaking of which, by my math, there have been a grand total of 10 wishes made with the Earth Dragon Balls over the course of the series, and since the Namekian Dragon Balls were used in episode 40 of GT, there should’ve been 12 wishes made with them in total since Freeza. So what does that mean for the people of Namek?

The people of Namek will probably be fine (as far as the GT continuity is concerned), they are a pacifist alien race who prefer avoid using the DBs to solve their problems, now located on a new planet nobody except Goku knows the whereabouts of... Well, maybe Cooler, but Cooler is dead and their Dragon Balls aren't corrupt enough to open another portal to Hell. She creates a Blutz Waves tank, I can buy that she can create more Dragon Radars.
Like someone else has already mentioned before, the stakes of this arc are incredibly high, the Gods themselves say that the negative energy will eventually spread to the point of destroying the afterlife as well, and yet the characters don't seem to care until the very last moment.

Even though there shouldn't be a need to track the dragons with a radar, due to their destruction path (were they able to sense their ki?), if they wanted to include Trunks again, them having him create on the spot a bunch of radars (or helping Bulma do it, or help Giru do it) would've been a good thing. The hybrids get a radar and go get some dragons, Gohan and Uub also get one, and Vegeta and Trunks as well.
But they were all chilling and having fucking Yum cha tea, hoping Pan was safe... a disconnect between the dialogue and their actions. Shit, have them at least not care about what's going on instead of worry and do fucking nothing about it. Vegeta was working out like he knew the big threat going to show its face way down the line. Fucker got to read the script before Goku and took a few days off.
The writers were well aware of Goku Time, which aggravates it for me.
The first dragon is fun but the resolution is so weak that at some point you forget they are under water. It's cartoon logic in a cartoon that usually uses that logic for jokes but never to beat the villain.
Also, the philosophical aspect of Rou Kaio Shin is better than the actual, tangible threat. But I think it gets a pass because the idea makes for a great final boss.
