In Upa's case, Gloria Rocha (the voice director) probably mistook him as a girl. Fortunately, it was fixed for later episodes.
And regarding the main topic, if I recall correctly, General Blue's dialogues were modified to make him sound straight. Whenever someone called him effeminate, it was changed to coward in the LatAm Spanish dub.
It would be really interesting to document those cases.

I know there are more around like Selypa in one of the Brazilian Portuguese dubs of the Bardock special (Parisi Video dub) and Master Karin, whose gender was suddenly changed in the Hungarian dub of OG Dragon Ball and has been kept as female since then.
I think its the fact that for early dragon ball they didnt count with Brenda Nava's translations and thus had to go with very unreliable and unnacurate Toei scripts. Although this wouldnt be the first time Gloria Rocha made a man into a woman, because Zoicite became a woman on her Sailor Moon dub. Sure the dub is basically "The DiC dub uncensored and casted, directed and Scripted as a straight dub of the japanese version" because it uses every single rename for the girls so it wouldnt be surprising if Toei ordered Rocha to follow the DiC dub but she said "There was no order, and there was no mandated censorship. Zoicite is a woman in my version because I made the mistake."
