I have no idea but for some reason the OG blue bricks nowadays are most of the times bootleg compared to other dvd releases, why though. Here is an listing I bough

seasons 2 & 3 on ebay for $20 you can tell that's these are real from the inside haveing an black holder and right art and colors.
Now let's look at this season 4 set

This is bootleg from the Hilariously bad cover

to the box not having the fold out box the background and to the disk holder. This is an bootleg.
But why are these sets bootleged compared to other dvds like the level sets or the US dragon box's. Those are hard to find for a good price so why not bootleg those instead.
I feel bad for any OG fans trying to get all the season on dvd

Probably because a lot of people want to own original Dragon Ball, but not as many as Dragon Ball Z. These fans are more into the series than your average casual fan but are not so hardcore they would know how to spot a bootleg from afar.
Dragon Ball Super was heavily bootlegged too, probably for the same reason, you got a lot of fans in that middle ground where they want to own the series and just pick up the DVD/Blu-Ray wherever they can get it for a good price. Same goes for the 2014 Yu-Gi-Oh Complete Series boxset, which there are a load of counterfeits out there.

Probably because the fans who are looking for those releases are generally not casual (level sets is debatable but Dragon Boxes were explicitly made for hardcores, as stated on the slips from each box) and know if they are buying from a legit source.

If Crunchyroll wants to discourage their customers from buying bootlegged or counterfeited versions of their releases, I think they should introduce a seal similar to the Official Nintendo Seal (Original Nintendo Seal of Quality in PAL countries). Once introduced, the hypothetical "Official Crunchyroll Seal" will be slapped on the packaging of every Crunchyroll home video release.

Sadly I don't think Crunchyroll cares enough about home video to do that, they just release it to shut up the loyalists who still pay them for their releases. The UK and Irish market is the perfect example of this. Look at how much Manga UK used to hype their releases on social media and promote them with blogs, said company is now the British branch of Crunchyroll, literally just put discs out with no fanfare, probably because they want to kill the market just because they have to pay to get everything rated by the BBFC so it isn't as much easy money as the US (even accounting for its much larger population).
