I believe that Bulma was the first villain.
Wrong. The fish was.

Anyway, Kid Boo is still my favorite villain, but Furiza takes the place of cell because of this clip that was shared to me by one of our generous Daizexers

Well, if we're going to go that far back, Freeza was.

All right, time to end this:

The guy who trapped Rou Dai Kaioshin in the Z Sword is the oldest known villain in the series.

Babidi is the oldest villian we see.

Yes, the Bear Thief is the first (by definition) villain we see in Dragonball.

The beloved Tiger is the first villain we see in Dragonball Z.

Oi, the sabertooth! I can't believe I forgot him. He's an awesome, sad little thing.

Who's definition?
Dictionary.com: Villain wrote:1. a cruelly malicious person who is involved in or devoted to wickedness or crime; scoundrel.
2. a character in a play, novel, or the like, who constitutes an important evil agency in the plot.
This rules out Bulma and the piece of wood and the bottom of the cliff. No, it does not rule out the fish only because we have no way of proving whether or not it was "involved in or devoted to wickedness or crime", but assuming that it wasn't, it too is ruled out, leaving only the Bear Thief to assume the role of The First Villain Seen in Dragonball.

I dispute your assertion that Bulma is not pure malice wrapped in pretty, much like the poisonous tree frogs of the Amazon.

If you guys are going to count the sabretooth as the first DBZ villain, then there's still another thing to consider that appeared even before the fish in the DB anime: another sabretooth (or possibly the same one Gohan eventually meets?). Of course, Buruma does technically appear before either the fish or sabretooth in both the anime and manga, even if she doesn't actually encounter Gokuu until afterwards, so that's something else to consider.

And for those who don't count any of them as evil enough, then Pilaf, Mai, and Shuu all came well before the bear, at least in the anime. There's also the pterodactyl to consider, who is definitely more malicious than Buruma, the sabretooth, or the fish.

...Man, this is complicated.

Doesn't the dinosaur that flies off with Bulma when she's gone to the bathroom appear before the Bear thief?

From wiki:

"Pterosaurs are sometimes referred to in the popular media as dinosaurs, but this is incorrect. The term "dinosaur" is properly restricted to a certain group of terrestrial reptiles with a unique upright stance (superorder Dinosauria), and therefore excludes the pterosaurs, as well as the various groups of extinct aquatic reptiles, such as ichthyosaurs, plesiosaurs, and mosasaurs."

Alright, V.2 of my firsts villians list:

First Known Villain: The guy who trapped Rou Dai Kaioshin in the Z Sword is the oldest known villain in the series.

First Villain Seen In Dragonball: The Pterodactyl that steals Bulma is the first (by definition) villain we see in Dragonball.

First Villain Seen In Dragonball Z: The beloved Sabre Tooth Tiger is the first villain we see in Dragonball Z.
--------------------------------
Back onto the Favorite Villains topic, my favorite animal villain is without a doubt, the Tyrannosaurus type dinosaur that we repeatedly see. I best remember him from when we see him in the early episodes of the Saiya-jin Saga when Gohan is in his training and constantly taking slices from the end of his tail for food, he's a classic! :)
