A "Rare 1996 Illustration of GT Kid Son Goku" by Toriyama: True or False?

Allegedly, there is a "rare 1996 illustration of GT Kid Son Goku" that Akira Toriyama drew for "a private supplementary education institution in Japan." Is this true, or was this made by someone else?
