Do you think this is right?

In the context in which right means ethical.

I recently found out that at some comic conventions in Mexico they are selling what they call Art Sculptures of Robot Toriyama-San.

That is copyright free, right?

Would they sell Stan Lee figurines ... that would also be... copyright free, right?

It is great that it can create an income for some people. I decided to keep Art as Hobbie in exchange of social security and a job security, but it is something truly without comparison, specially because the price on those is by the several thousands...

I'm unfamiliar with Mexican copyright laws. In the US, commissioned fan creation is perfectly legal though. Tattoo parlors wouldn't exist if it wasn't

Well teeeeechnically it's illegal once money is involved but it's something nobody really feels the need to enforce...unless you're Nintendo  . And depending on how litigious the rights holder is, a lot of tattoos actually do get censored on distributed products (IE CM Punk's pepsi tattoo being changed to a generic symbol in WWE video games)

It's basically a "Don't get too big and we'll leave you alone" situation. And sometimes when that happens the project gets shut down but the artist gets picked up in an official capacity (see: Toyotaro, Naho Ooishi, tons of game designers)
Yamcha: Do you remember the spell to release him - do you know all the words?
Bulma: Of course! I'm not gonna pull a Frieza and screw it up!
Master Roshi: Bulma, I think Frieza failed because he wore too many clothes!
