TLDR: Why DB games don't get dubbed in other languages more often? I notice they only appear in mods.

With Sparking Zero having a good release, and quite honestly Dragon Ball having a gaming history only Naruto can compete with...it got me thinking. For non-English speaking countries are the games dubbed in their langauge? I'm assuming some countries only have JPN audio with subtitles but what about Latin American countries? Dragon Ball is huge down there and from my knowledge the games aren't dubbed in Spanish. Why Funimation get to dub the game but not others? English langauge bias perhaps? We have a good amount of Spanish speaking people in the USA and Canada so I'm surprised there isn't even a Spanish audio option. Is it a money thing?

Most Dragon Ball games released internationally only include Japanese and English (Funimation) voice options. Non-English voice options and the English voice option w/ Ocean dub VAs are never included in international releases of Dragon Ball games because, I assume, the game publishers never bothered to hire non-English dubbing studios to have the studio's voice actors dub their roles in Dragon Ball games in non-English languages. That would be either too costly for them or they have no incentive to do so.
Most of the 16-bit (Super NES and Mega Drive/Genesis) and 64-bit (PlayStation and Sega Saturn) Dragon Ball games released in France, Spain, and sometimes Portugal only have the original Japanese voices, as it is considered impossible for 16-bit games (and maybe 64-bit games?) to have dual-language (or even multi-language) audio options.
North American/NTSC releases of Dragon Ball games between 2002 and 2006 only have the FUNimation in-house English dub voices (English-dub-audio only). Since the Greatest Hits re-release of DBZ Budokai 3 in North America in 2005, Dragon Ball games released in North America now include Japanese and English voice options (except for the North American PS2 version of Super DBZ and the North American handheld Dragon Ball games until the North American release of Dragon Ball Fusions on the 3DS in 2013 (I think?)).
European releases of Dragon Ball games before the Collector's Edition release of DBZ Budokai 3 only include the Japanese voices (I'm not sure the same case applies to Australian and New Zealand releases of Dragon Ball games, as Australia and New Zealand use PAL like most European countries, despite AU and NZ being the only non-American countries along with India where original FUNimation in-house dubs aired). The only exception to this is the European PS2 version of DBZ Budokai 2 which is English-dub-audio-only (like the American PS2 version of that game) thanks to Sony's nonsensical "If characters talk in a game, they must talk in English" stance. Nintendo thankfully never had such a stance, so the European GameCube version of Budokai 2 reverts it to the original Japanese voices and Sony has since dropped that stance (therefore, the European PS2 release of Super DBZ is Japanese-audio only).
And the original Japanese releases of Dragon Ball games since the Super Famicom for the longest time only include the Japanese character voices.
