The Otherworld filler kind of touched on this a bit. It was a coloring mistake but it became kind of a fanon idea.
But it's also implied in Broly, when Vegeta gains a sudden boost of strength when enshrined in the golden aura before transforming. In Daima, too, we see Goku display a similar power.
The thought comes after considering how ridiculously strong the Saiyan base forms come across in GT and Super even though at times the story implies or outright states they haven't been improving too much. If they could tap into some SS power momentarily, this would make sense. Fusions, too, become more palpable, as their base forms being stronger than even the fusees' Blue forms seems like they're too overpowered. As well as Goku Black, who is able to fight the SS forms in his base form, but is later comparable to Blue in his Rose even though he should have the same multipliers.

You raised an interesting theory, but the idea that Saiyans can access portions of their Super Saiyan power without transforming likely depends on contextual cues, such as a visible golden aura. Examples like Vegeta in Broly or Goku in Daima show this explicitly.
However, in Goku Black's case, his power dynamic stems more from the fusion of Zamasu’s divine essence and Goku’s Saiyan biology, creating a body inherently stronger than either individually. I think that has always been the case, otherwise you would have seen base Saiyans get killed every time they decided to tangle with an opponent that required transformation against. In M8 for example, Base Goku, Base Gohan, and Base Trunks actually withstood an onslaught of attacks from LSSJ Broly for a few minutes. Even if Broly was holding back, the power difference between them was 100 to 1 easily, and it would be absurd for a group of fighters 1% as strong as one fighter lasting long at all.
My head canon is that the Saiyans can access around half of their SSJ power before they start glowing gold and full on transforming, making their base forms as much as 25x stronger than they would seem.

The various media are inconsistent about it, but I do wish that forms were consolidated after mastering and replaced with new forms. Gokuu and Vegeta really only need one or two transformations at any given point. I think that it's okay for Gokuu and Vegeta to be Super Saiyan Blue level in their base forms as of the Moro arc and onward, for example. It makes the fights feel more structured.

If you want to still keep Namek Freeza > Base Goku from BoG then you pretty much have to apply this concept thanks to Daima.

Ditto on this. It's a neat idea, and really does seem like something the Super Saiyans should be able to do, at least after gaining a certain level of mastery over the transformation. But one of the biggest tenets of DB's design philosophy is that transformations are an easy way to tell at a glance when a character has become stronger, and that same logic should apply to this too. Super Saiyan is a multipler on REST BASE, the value a Scouter would get before Ki manipulation would enter in the equation.
