Source of Gotenks statement from Dragon Ball website?

On some youtube video that I remember watching that was scaling Goku and Gotenks, some guy showed a clip of a statement from the Dragon Ball website stating that Gotenks was the strongest hero on Earth while Goku was away. Is anyone familiar with this statement and have a link to the statement, or the youtube video?

gotneks did pretty well against super boo even if super boo just toyed with him. if gotenks would have had the fighting experience of not toddlers since goten and trunks grww up without any problems they didnt know fear death then got smackewd all that at once into them
