Who originated "The Saga Continues"

Whenever I see newer Dragon Ball media/continuations/spinoffs/whatever, I'm always reminded that the "saga continues" tag line has become that much more relevant. But I never stopped to consider who made that tag line to begin with. I'm assuming it's Irwin, or one of the other early toy companies to release the toys in the west, but do we have a known person to credit the tag line to?

I'm not aware of one individual we can attribute the tag line to, Irwin's earliest use of it I'm aware of was for their re-release of Bandai's Super Battle Collection in 1996/1997, so I guess whoever was in charge of that at the time.
