What’s the next rehash project from Dragon Ball?
I am by no means complaining but making an observation. We all know that they are going through a phase of bringing back in the most popular elements of Dragon Ball.
They have brought back
Freeza-DBS
Broly-DBS Broly
Cell-DBS Super Hero
Super Saiyan 4-Daima
I am going to guess Cooler??

Cooler is definitely coming back sooner or later, likely in a movie. With Super Saiyan 4 now front and center, I expect revisiting Baby and the Shadow Dragons as well.

Do you think they'll do that in 2 different continuities or somehow pretend that it all fits together and just run with it? I think the concepts from GT will follow Daima, while the concepts from the old Z movies will remain in Super. The reason we got Daima to begin with was because of the rights issue preventing more animated Super content, which I assume is still going strong till this day. Iyoko wouldn't even acknowledge Super when asked about Daima's timeline placement, simply sticking to it taking place after Buu. Tao Pai Pai will return with a new form and the Earthlings will all have to team up and awaken a new inner power within them to defeat him and Tsuru-senin!!!
There is another imp similar to Pilaf who is more competent and serious at what they do and will have a giant mecha which Saiyaman X1 and X2 will have to rise up to the occasion to defeat!!!
Or we could get Cooler again, that would also be neat.

I would prefer a TTG-esque DB anime reboot rather than a new Dragon Ball animated project that reuses old concepts, characters, and transformations.

Honestly, not everything from Toriyama's non DB work needs to be "canon". I feel like a "canon" Coola would not bring anything new to the table. They would just rehash DBZ Movie 5 all over again.

If the topic is about what seems the most likely rather than what we personally want, then
They're generally going with the safest, most popular characters to bring back or "make canon" or whatever else, so yeah, I agree that Cooler is a very easy choice. Janemba should be a safe choice too, I feel like there's been so many theories of the "Will X lead to Janemba!?" variety, so fans seem to really want to see him. Also, with Daima SS4, I think the cat's out of the bag as far as using GT ideas goes, so I bet some form of Baby could be introduced, but I feel like it's slightly less likely than the Z movie villains.

I think Baby would be unlikely since they used a similar concept for the Copy Vegeta arc (alien parasite possessing Vegeta and the pacifier was probably a reference to Baby) and the Granolah arc (last member of an race almost wiped out by the Saiyans wanting revenge decades later).
I'm curious how they reuse Cooler and might require changing a lot of his backstory. His original movie took place shortly after the Freeza saga so no need to explain what he's been doing in all the years since Freeza and Cold appeared. In RoF, their army was in shambles and they wanted to rebuild it by resurrecting Freeza and Cold. Maybe he was a bastard son of Cold and abandoned so no one else in the army knew about him? I personally think it's unlikely they'll reboot other movie villains since Broly was the most popular and the appeal being that he was Toriyama's version of the character. I can't see there being much demand for Toei rebooting a less popular character on their own.

I don't hate any of these projects that brought back villains, but it's so sad that the feeling of freshness around Beerus and Whis is gone. We have 12 universes, countless possibilities to tell a cool story, but these guys keep going back to the old Dragon Ball Z movies that weren't really that good.
I remember people being upset that Gomah, a new villain, was the villain of Dragon Ball Daima instead of a new version of Janemba.
In the end, Iyoku is right. Fans want these villains back. It's no wonder that the last three films released, which brought back villains, are the highest-grossing in the history of the franchise.

The only way you can bring back Coola without rehashing DBZ Movie 5 is doing something very different and risky. I feel like there's not much you can do with him other than "He's like Freeza, but stronger". You could have him be the black sheep of the family and have him be a good guy, but people won't like that.

Considering Broly was a rehash of previous movies/special, I highly doubt Cooler would be any different. You know, I think there's a chance to do a much better "#17 becomes evil again" story, now that the Tournament of Power has shown him as an ally for the duration of a full story arc. Him doing a heel-turn now might actually be affective and worth doing.
