Lets say that instead of him, Toei would have used another dead warrior who didn't got to shine like that "angel" character. And Olibu was used as Pikkon's partner with trying to stop Kid Buu, since Krillin and Yamcha could at least try to.
Edit: this is the "angel" I spoke of.

2nd edit: the image from the Dragon Ball Wiki was troublesome (just like their editors) here for some reason, so I had to remove it.

If i remember correctly, Pikkon was scared like a wuss when Kid Buu began rampage in Heaven, so they both got done dirty, but don't quote me on that, since I last watched it in 2001 or so back when it aired in Poland

I barely remember who Olibu is, let alone that he fought Yamcha.
He’s a pretty forgettable character I don’t think losing to Yamcha helped or hurt his cred because he had none to begin with.

The only notable thing about Olibu was that he was an Earthling, but there's nothing really special about that unless he's significantly stronger than characters like Tenshinhan, Krillin, Chaotzu, and as you say Yamcha. Clearly he's not.
I'm not saying what makes a character interesting is how powerful they are (because its not), but if there's nothing to back up the superficial aspect of "how strong is X" they are going to be forgettable.

He went toe-to-toe with Pikkon. Until Pikkon prevailed against him.
Yamcha beating Olibu made no sense. Yamcha is nowhere near as strong as Pikkon.

Olibu was said to be at his 10,000 years of age. Lets say his power level as a living person was just 100 for the bare minimum, he should be at a double digits millions when he faced Pikkon who with weighted clothes is at the same tier as the base form Saiyans from the Cell Games.
Yamcha nor Krillin at their peak shouldn't be stronger than Olibu, by simple logic - he had 10,000 years of training while they are below 50 years of age by then. Tien's Shin-Kikoho is a different story as it works as a multiplier that can make a single digit millions power level user into the three digits millions.
