Iyoku keeps saying that, especially since there's Capsule Corp. Tokyo, be it in an interview or in a radio show
DBS Vol. 24 also mentioned "please look forward for future developments".
Guess that's all both parties can do for now.
So I wouldn't give it any meaning or the time being.
More interesting is actually that CC Tokyo is mentioned in the Battle Hour announcement:

I think it's just the usual PR talk. They're not in a position to announce something new (that isn't a game) and be allowed to freely parade with it.

Without any concrete evidence or announcements, this doesn't hold any weight. You could interpret this in many ways, just like DB Super's cancellation ended with them calling it a a brief parting. Did they mean the manga? The Broly movie? The anime returning?
As far as this announcement goes, you could also interpret it any way you want to. Are they preparing a new anime? a movie? The manga continuing?
And to play devil's advocate: let's say they didn't have any plans to continue DB, they wouldn't announce they would stop the series either.
In short, if they haven't anything to announce, they should quit making these vague statements.

Makes me think though, when DB "ended" when GT concluded, did they put out any sort of similar statement?

We can be pretty sure there will be new Dragon Ball anime content at some point. The franchise makes far too much money for them to stop, and we're living in an age that's obsessed with nostalgia. Hopefully Iyoku's comments mean the rights dispute has been sorted or is close to being sorted.
GT was different because it ended at a time when sequels and spinoffs for long running franchises weren't as common, and Japanese fans were fatigued from Dragon Ball being on the air for 11 years straight.

The world and industry is not the same as it was in 1997, so it stands to figure that the attitude of the production committee members is going to be different. Which is to say, yeah, new Dragon Ball is going to inevitably happen. Oh, well.

Accordig to Saikyo_Devin when I asked him about the rights issue he said his impression is that the rights issues are not over.
