Regardless of their opinions on the actual show people love Super Saiyan 4 and I still see lots of statues and artwork of it so it's probably a design that moves action figures. So if it was a case of someone going to Toriyama and saying "What if you put XYZ in the next Dragon Ball thing?" like with Resurrection F or Broly, I can picture someone being like "Hey would you ever want to do a story with Super Saiyan 4?"
Also it being a sequel to Z and reusing the Goku becomes a kid premise, it comes off like it's Toriyama making his own GT, since he only did character designs on GT. With Daima maybe he got the chance to be like "Here's what I would have done with some of these ideas."

Re: Dragon Ball Daima: Episode 20 - Official Discussion Thread
I've just finished my rewatch during the Daima DLCs in SZ, and have to say, I did enjoy it a lot more than before.
Finished the last episode yesterday, it hit me differently on binge watch and not waiting week for an episode.
The show overall was fun, beautiful to look at again, no wonder I wanted more from some of the aspects and it still feels like a start to new series. Just made me remember how much I will miss Toriyama's inputs and the man himself, coming up with new stuff.
I have to say that will all the nitpicks I had for the show, it will hold a special place in my DB heart, alongside the original series and nostalgia earned spot for GT. Which I can't say for Super. Gomah is still one shitty antagonist, reminds me of Jiren a lot, but that's the only big issue I have.
Dang, it's quite old already. The late DLCs muddy the waters a little bit, but 2024!
I wonder for what the future holds, but it will never be the same and I believe that Daima is the last hurrah with the OG author,
unless there was something in progress behind the scenes, that can be salvaged and realized in respectful way.
