are basil and lavender stronger then perfect cell?

even if we assume fat buu was slacking off against basil at first, its hard to assume that perfect cell could be any kind of a threat for fat buu and yet basil manhandled buu pretty good at first. if we assume that dabura is = perfect cell then do you think basil and later lavender who were a challange for adult gohan as well, both are stronger then cell? if we judge bergamo, goku had to go ss blue against him. obviously hes stronger then his brothers. but if hes that strong then maybe it confirms that both of them might be stronger then perfect cell.

sorry, for the lousy subject. its just that after daima i really like when characters who are minor are strong relatively to previous characters who were strong and a serious threat in the past.

Basil? Most likely.

Not sure about Lavender. He only fights base Gohan and then a poisoned SSJ Gohan, but the anime always makes base Saiyans more competetive than they should be.
