After Majin Boo (or Kid Boo to be precise) was defeated, Goku wished to erase the memories of Majin Boo (likely including Babidi and his crew) from everyone on Earth with the sole exception of Goku's friends and family.
This begs a question of how many memory wiped from 25th Tenkaichi Budokai, which is still part of the arc.
Spopovich and Yamu were controlled under Babidi, played very important role during the Tournament, include severely damaging Videl and draining Gohan's energy, resulting majority of the competitors left, changed the format to Battle Royale.
After Mr. Satan won, Majin Vegeta killed several audience, yet 10 years later, Vegeta was able to participate in 28th Tournament without problem; though, Majin Vegeta was in Super Saiyan form and Piccolo was able to enter 25th Tournament under Ma Junior, despite that alias was already used in previous tournament.
Here's my guess of which memory were retained and wiped from 25th Tenkaichi Tournament
- Kid Division [RETAINED]
- Preliminary "Punch Machine" [RETAINED]
- Yamu and Spopovich [RETAINED?]; their current status is unknown, but they most likely were not brought back.
- Krillin vs. Pintar, Shin vs. Piccolo [RETAINED]
- Videl vs. Spopovich [RETAINED?] - kind of awkward for Videl fan to see that remembered.
- Gohan vs. Kibito (and draining energy and majority competitors left) [RETAINED]
- Battle Royale [RETAINED]
- Majin Vegeta rampage [WIPED]
The only event from tournament that was wiped is probably Majin Vegeta rampage for killing audience.

You know, this is something I've had in mind for a very long time myself. Personally, I think that maybe even the memories of Spopovitch and Yamu got altered as well, due to their 'proximity' to the Majin Buu stuff. Let's not forget that the Dragon Team still threw Mr. Satan a bone of sorts by having the world "remember" that he saved everyone from "something regarding Buu", so they possibly did some 'maintenance' in terms of the "nitty-gritty" details.

If that part was wiped out, then there would be major gap in tournament that people forgets; especially, since Spopovitch fought Videl, who was popular as Mr. Satan's daughter.
Luckily, because Piccolo destroyed EVERYONE's camera (or recording devices) before tournament begins, only audience who watched it live remembers the tournament.
I'm not sure how memory wipe wish works for Dragon Balls.
The only part that was wiped out completely would be Vegeta wrath; otherwise he wouldn't be able to compete 10 years later.

Now of course maybe the Golden Warrior wasn't that famous and it makes sense that NPCs aren't going "Is that the Golden Warrior?" when he goes in public, but I think it's something to consider, a (somewhat flimsy) piece of evidence for the "these fights were erased" pile.

Based on Toei's material, I'd say the events after Videl vs Spopovich were retained, too.
Doesn't Sharpner say everybody knows who they are in the final Z movie? that means people remember what happened vs Kibito.
