Many of you mentioned Cooler, it's an idea which could have had merit if played between Broly and Granolah, because Freeza did mention that he wanted a partner in the Broly movie, but that was before he achieved his black form and k.o.'d Goku and Vegeta with a single punch in the Granolah arc.
With all that said, it is now time for a troll answer: I'd bring back Monster Carrot. He deserves a second chance after having been exiled on the Moon (which also exploded in the mean time) for decades.

I know. In the first draft of my post I actually mentioned a hypothetical "resurrection of M.C." movie, but I removed that line because I thought it wasn't needed to deliver the joke, it looks like I was wrong.

Janenba, except that he's recolored green and can actually talk. And with a new transformation, with its power on par with Goku's Ultra Instinct.

Though, he's too strong of a presence to be a henchmen or lackey. There's a lot of different routes they could go with Slug depending on the continuity - from the demon realm in Daima, from universe 6 or Cereal in Super. Maybe even an orange form of his own.
Turles could be a doppleganger of Goku from universe 6.

Frost works best as being separate with Freeza. There's a story you can tell if Frost is not like Freeza or is significantly different in a way that reflects on where Freeza has been and where he is going, but with Coola, you can make a direct parallel between the two because they are related. I thought it was interesting that Frost was played by Frieza's actor's brother. But besides that, you're right. I do. Always did, always will. I found his gimmick very interesting because he proved he was even more subtle and manipulative than Freeza. Super Broly and DBZ Broly are nothing alike, so that's not redundant. Therefore, Super Cooler would be tolerable only if he was a complete reimagination of DBZ Cooler - at which point, I have to ask what's the point of doing that vs. simply using Frost again. Besides the lack of nostalgia for DBZ with Frost, of course.

Ehh, Zarbon, Dodoria, and the Ginyus all had their own presence and flair before being killed. And none of them even betrayed Frieza or had their own motives. Tullece couldnreally serve as his own arc lead. I think he's a good platform for doing a sort of Saiyan who had to develop a way of life after the destruction of his world and culture.

I think Frost would’ve worked a lot better if he was genuinely the heroic person he was initially presented as. They could’ve still had him use the poison to briefly take Goku out of commission by establishing that he was desperate to win the tournament because he needed Champa to assist his peacekeeping force. Anyway, the Tournament of Power already presented Frost as a joke who’s completely outmatched by Freeza. The idea of him coming back to seek revenge doesn’t sound like the kind of thing that would appeal to fans.

Freeza is alive, C17 and C18 are good and Kid Buu reincarnated as Uub. Fat Buu is no longer evil anymore.
The only villain soul to stay dead is Cell, Cell Max doesn't have the same DNA and soul as Cell.
I guess it would be good to see Cell reincarnate or resurrect him. There is the Cell Jrs, which is only manga exclusive but they don't do anything.

Since the current Piccolo is completely reformed, for another Piccolo Daimao to be possible, he'd theoretically have to regain enough evil to have to again expel it into a new evil Piccolo, like how Kami spawned the original. So you're looking at either turning Piccolo evil against his will by a Babidi-like third party or him making some self-sacrifice for power that infects him with some kind of evil energy (It could be from a forbidden technique or some ancient evil artifact).

The only two big character moments was him getting send to hell (ironically pretending to be Daimao) in GT and getting a power up in Super, looking bulky.
I'd take both of your ideas. Piccolo is one of the more smarter people in the DB cast. Giving him power and his wisdom would make for an interesting bad guy.
