I think instead of a Breakers or Gekishin style filler game, we'll get a game like Kakarot, where it's a new entry to the franchise and had it been made a decade earlier it'd be its own series with sequels one or two years apart but for its foreseeable future it'll just get DLC.
As for the type of game it'll be, I think we're getting a Musou. We already have Xenoverse and Sparking for that arena fighter itch, and I'm willing to put money on FighterZ making a comeback so that'll be the Fighting game (a new one wouldn't be able to live up to either FZ or Budokai), and we already have all sorts of Gachas with the newest game being one. I think a Musou is the only action-focused game they haven't done yet that I could see them doing.
It also has the added bonus of not being something only a niche section of the fanbase would keep playing after the first few months.

With the wave of recent DLCs for Xenoverse 2, I’m leaning more and more towards this being Xenoverse 3. At the very least, I can’t imagine it being a Sparking Zero sequel.

A Super Kakarot game would be neat but thinking about it, there's lots of DLCs we could still see from Kakarot. GT, Z Movies, Yo Son Goku & His Friends Return, Plan to Eradicate the Super Saiyans, etc.
Xenoverse 2 has at least one more DLC releasing next year. Only way I can see a Xenoverse 3 happening is if it releases at the end of 2026 or Xenoverse 2 gets rebranded to Xenoverse 3.
Personally I'd want a Budokai Collection including 1, 2, 3, Infinite World and Burst Limit. They'd have to change the soundtracks but that's okay. Though a new Budokai game would be awesome, a Xenoverse spinoff? Dragon Ball Xenoverse: Budokai

The rumors are that we're getting a new game announced by Dimps, with everyone jumping to conclusions that it's XenoVerse 3. People were caught off guard by Sparking Zero's announcement because everyone assumed that the rumored 3D arena game was going to be Xenoverse 3. I’ve been seeing a lot of french leakers pop up lately, but do any of them have any ounce of credibility? We’ve had that problem for a good few years. Some guy or a group of people want attention so they lie and lie leading up to whatever the official announcement is, and the excitement or meltdown for what just got announced provides the fake leaker with a good enough distraction to cover and delete their posts.

If we are getting a new Budokai game, and if the rumors are true that of a... is in the works. I can easily see them simply titling the new game "Dragon Ball Super" keeping in line with the Japanese names of the Budokai trilogy. Maybe instead of Raditz to Jiren, it just covers Beerus to Cell Max,( or Tamagami 3 to Cell Max

"Dragon Ball Super: Son Goku" seems to be a popular idea among people that want a sequel to Kakarot. Although to be honest, I struggle to think of how it would be structured exactly.
In hindsight, it's funny that fans say Z dropped the adventuring aspect of the original series. Even that half features more adventure/travel than Super, which is mostly pretty constrained with its story arcs up until Moro. CC2 could technically make it work, but they'd ideally want to adapt the whole shebang (including the movies and manga) to justify making an RPG of it.
Will be interesting to see what the mystery game is regardless.

I just wouldn't rule out other studios completely, as in case of ArcSys, they have more teams developing various titles simultaneously, like Guilty Gear, Marvel Tokon and Granblue.
But I think we can rule out FighterZ, that SSJ4 Daima Goku is probably just to add some minimal spice for live tournament and spark some interest beforhand just to support said tournament.
Would be nice to get some Dragon Ball Heroes, maybe in their new iteration Super Card Game Masters on home consoles.
I've read somewhere, that it's failing hard on arcades in Japan. And fans took kinda hard the discontinuation of Heroes and they were forced to make the game backwards compatible for some SDH cards, but not all of them.

Is this true, or is this person just talking out of their ass? I couldn't find an interview anywhere where Bandai stated that Kakarot would be a standalone game..

If this is true, then we can rule out a "Kakarot 2 reveal, that leaves ether a "Budokai 4" or an completely new game for the reveal.
